DETROIT — Judge Steven Rhodes pressed Detroit Emergency Manager Kevyn Orr on Friday to provide a better explanation for why he chose not to sell the Detroit Institute of Arts' property. In a dynamic exchange on day 18 of the city's historic bankruptcy trial, Rhodes urged Orr to articulate his strategy.
