Capítulo 5: Transformações do Parque Imobiliário - 1870/1930

O nosso objetivo neste capítulo é construir, com base nos dados dos censos disponíveis, um quadro histórico do período compreendido entre 1870 e meados dos anos 30. Trata-se do momento de transição das relações sociais que fundam a nossa sociedade. Com efeito, a partir de 1870 entra em crise a economia mercantil- escravista e, pouco a pouco, afirma-se uma economia urbana organizada com base no trabalho livre; por outro lado, expande-se a intervenção sobre a cidade, através da legislação urbana e dos investimentos urbanos realizados pelo poder público e pelas empresas privadas. Os anos iniciais deste período serão também marcados por um extraordinário crescimento demográfico. Estes fatores terão importantes impactos sobre a produção de moradias, criando as bases para a mercantilização da moradia e do solo. (..)

Capítulo 6: Da Propriedade Fundiária ao Capital Imobiliário

A partir da segunda metade do século XIX, especialmente depois de 1870, a cidade do Rio de Janeiro sofre importantes transformações urbanas geradas pela ação de um conjunto de capitais que passam a investir sobre o espaço urbano. Entre eles, o que poderíamos chamar de capital imobiliário, aplicado na produção de moradias para aluguel e na compra, parcelamento e venda de lotes de terras anteriormente utilizadas para fins agrícolas. A origem deste capital, as condições históricas que presidem o seu investimento no imobiliário e as formas de produção da moradia que ele assume serão analisadas neste capítulo. (..)

THE GROWTH OF THE CITY: AN INTRODUCTION TO A RESEARCH PROJECT

The outstanding fact of modern society is the growth of great cities. Nowhere else have the enormous changes which the machine industry has made in our social life registered themselves with such obviousness as in the cities. In the United States the transition from a rural to an urban civilization, though beginning later than in Europe, has taken place, if not more rapidly and completely, at any rate more logically in its most characteristic forms.

All the manifestations of modern life which are peculiarly urban—the skyscraper, the subway, the department store, the daily newspaper, and social work—are characteristically American. The more subtle changes in our social life, which in their cruder manifestations are termed “social problems,” problems that alarm and bewilder us, as divorce, delinquency, and social unrest, are to be found in their most acute forms in our largest American cities. The profound and “subversive” forces which have wrought these changes are measured in the physical growth and expansion of cities. That is the significance of the comparative statistics of Weber, Bücher, and other students.

These statistical studies, although dealing mainly with the effects of urban growth, brought out into clear relief certain distinctive characteristics of urban as compared with rural populations. The larger proportion of women to men in the cities than in the open country, the greater percentage of youth and middle-aged, the higher ratio of the foreign-born, the increased heterogeneity of occupation increase with the growth of the city and profoundly alter its social structure. These variations in the composition of population are indicative of all the changes going on in the social organization of the community. In fact, these changes are a part of the growth of the city and suggest the nature of the processes of growth.

The only aspect of growth adequately described by Bücher and Weber was the rather obvious process of the aggregation of urban population. Almost as overt a process, that of expansion, has been investigated from a different and very practical point of view by groups interested in city planning, zoning, and regional surveys. Even more significant than the increasing density of urban population is its correlative tendency to overflow, and so to extend over wider areas, and to incorporate these areas into a larger communal life. This paper, therefore, will treat first of the expansion of the city, and then of the less-known processes of urban metabolism and mobility which are closely related to expansion.

EXPANSION AS PHYSICAL GROWTH

The expansion of the city from the standpoint of the city plan, zoning, and regional surveys is thought of almost wholly in terms of its physical growth. Traction studies have dealt with the development of transportation in its relation to the distribution of population throughout the city. The surveys made by the Bell Telephone Company and other public utilities have attempted to forecast the direction and the rate of growth of the city in order to anticipate the future demands for the extension of their services. In the city plan the location of parks and boulevards, the widening of traffic streets, the provision for a civic center, are all in the interest of the future control of the physical development of the city. RESUMO DA AUTORA

No Brasil, o senso comum aponta as favelas como o lugar urbano da pobreza, da violência e marginalidade, por excelência. O objetivo deste trabalho é mostrar que essa descrição das favelas como bolsões de pobreza só é pertinente numa determinada estratégia de agregação espacial dos dados censitários – ou seja, uma certa escala geográfica. Quando a análise é feita considerando os limites de uma favela individual, o que emerge é um mosaico de faixas de renda, a exemplo do observado na escala da cidade. A hipótese deste trabalho é de que as favelas possuem uma estrutura socioespacial análoga à da cidade, caracterizando-as como uma espécie de “cidades dentro da cidade”. Utilizando dados do Censo, agregados ao nível do setor censitário, calculamos o Índice de Moran para a variável renda e, uma vez identificados os clusters de alta e baixa renda, analisamos os dados socioeconômicos e de infraestrutura, relativos a 2010. Estudamos os três maiores agrupamentos de favelas no Rio de Janeiro: Rocinha, Complexo do Alemão e Fazenda Coqueiro. Os resultados indicaram que as favelas têm reproduzido a desigualdade observada na escala da cidade. Articuladas à estrutura urbana mais ampla, as favelas se comportam como fractais, na medida em que também reproduzem esta estrutura.
